REGULATIONS OF THE 15TH ODESA INTERNATIONAL FILM FESTIVAL
This edition is effective from December 15, 2024.
The Odesa International Film Festival (hereinafter also referred to as the Film Festival) was established to support and develop the art of cinematography and the film industry in Ukraine, as well as presenting high-quality Ukrainian and world films to audiences.
The Film Festival is founded and organized by the Limited Liability Company "Ukrainian Film Festival" (hereinafter – the Organizer), a legal entity registered and operating following the current legislation of Ukraine.
Based on this Regulation, the Film Festival is held in Kyiv (Ukraine). The 15th Odesa International Film Festival is scheduled to be held from July 12, 2024, to July 20, 2024.
The Film Festival program includes the following sections:
- National Competition Program
- International European Competition Program
For this Regulation, the following terms and definitions apply:
- Feature-length film – a film with a duration of over 60 minutes.
- Ukrainian film – an audiovisual cinematography work consisting of episodes combined by a creative concept and visual means and produced entirely or partially in Ukraine or as part of an international co-production (joint production) with Ukraine.
- European film - an audiovisual work of cinematography consisting of episodes combined by a creative concept and visual means and produced entirely or partially in European countries, EU member states, and EU associate member countries, or as part of an international co-production (joint production) with European Union countries.
COMPETITION PROGRAMS
Participation in the Film Festival's competition programs
Applications for participation in the Film Festival's competition programs are accepted from any legal or natural persons who are 18 years or older, without restrictions on citizenship or place of residence (stay), who are authors of an audiovisual work of cinematography that meets the requirements of this Regulation, or, at least, have the necessary property rights to submit an application and grant the Organizer permission to use such work within the Film Festival.
Excluding those among whose final beneficial owners or members of creative teams are citizens of the Russian Federation, the Republic of Belarus, the Islamic Republic of Iran, and the Democratic People's Republic of Korea, which may be subject to sanctions according to the laws of the USA, EU, UN, Switzerland, or other countries, or fall under the actions of the Law of Ukraine "On Sanctions".
1. National Competition Program
1.2. For selecting films for participation in the National Competition Program, Ukrainian feature-length films of all genres, including fiction, non-fiction, animation, and experimental, completed in 2023 or 2024, are eligible.
1.2. Acceptance of applications for participation in the National Competition Program begins on December 19, 2023, and is free of charge. The National Competition Program is open to participants who are citizens of Ukraine or have a residence permit. Participants must meet the requirements of section 2.1.
1.3. To apply, it is necessary to fill out the online form on the Film Festival's official website and provide all the materials specified in the online form by 14:59:59 (Kyiv time) on May 1, 2024.
1.4. Up to 6 films may be selected for participation in the National Competition Program.
1.5. Films submitted for participation in the National Competition Program may also be selected for participation in non-competitive programs of the Film Festival. Such participation is additionally agreed upon with the person who applied. By submitting films for the selection of OIFF programs, the applicant guarantees the film's participation in case of its selection and commits to assisting the Film Festival in organizing the screening and inviting the creative team by providing all necessary materials, film copies, subtitles, etc.
1.6. The selection of films is carried out by the selection committee of the National Competition Program, determined by the Organizer of OIFF. The Organizer approves the composition and number of members of the selection committee for an independent expert evaluation of the competition program and the final list of films selected for participation in the National Competition Program proposed by the selection committee. Priority will be given to films for which the showing within the National Competition Program will be the Ukrainian premiere.
1.7. Information about the final list of participant films of the National Competition Program is published on the official website of the Odesa International Film Festival and announced at the official press conference of the Film Festival.
1.8. The Organizer provides invitations to the Film Festival for the director and/or main cast members, cinematographer, producer (no more than two persons listed), and may organize travel and accommodation for up to 7 nights, as well as provide up to 5 participant accreditations.
1.9. During the Film Festival, the winners of the National Competition Program are determined in the following categories:
- "Best Ukrainian Feature-Length
Fiction Film";
- "Best Ukrainian Feature-Length Documentary Film".
1.10. Only one film participant can be named the winner of each category "Best Ukrainian Feature-Length Fiction Film" and "Best Ukrainian Feature-Length Documentary Film".
1.11. The determination of the winners of the National Competition Program in the categories "Best Ukrainian Feature-Length Fiction Film" and "Best Ukrainian Feature-Length Documentary Film" is carried out by the jury members of the National Competition Program (hereinafter – the National Jury), which includes artists, cultural figures, film critics, directors, actors, producers, and other representatives of the film industry. To avoid conflicts of interest in decision-making by the National Jury, its members cannot be individuals who have any relation to the production or distribution of participant films of the National Competition Program. The composition and number of members of the National Jury are approved by the Organizer.
1.12. The winners of the National Competition Program are announced on the last day of the Film Festival at the closing ceremony, namely on July 20, 2024.
1.13. The following award and remuneration are provided for winning the National Competition Program:
- The director or producer of the participant film, who is a citizen of Ukraine and the winner in the category "Best Ukrainian Feature-Length Fiction Film," receives the "Duke" statuette and a reward of 75,000 UAH;
- The director or producer of the participant film, who is a citizen of Ukraine and the winner in the category "Best Ukrainian Feature-Length Documentary Film," receives the "Duke" statuette and a reward of 75,000 UAH.
1.14. Additionally, at its discretion, the National Jury may award up to two Special Diplomas of the National Jury to films participating in the National Competition Program or members of their creative teams.
2. International European Competition Program
2.1. For selecting films for participation in the International European Competition Program, European feature-length films of all genres, including fiction, non-fiction, animation, and experimental, completed in 2023 or 2024, are eligible.
2.2. Acceptance of applications for participation in the International European Competition Program begins on December 19, 2023, and is free of charge. The International Competition Program is open to participants from all EU member countries and associated EU member countries. Participants must meet the requirements of section 2.1.
2.3. To apply, it is necessary to fill out the online form on the Film Festival's official website and provide all the materials specified in the online form by 14:59:59 (Kyiv time) on May 1, 2024.
2.4. Up to 6 films may be selected for participation in the International European Competition Program.
2.5. Films submitted for participation in the International European Competition Program may also be selected for participation in non-competitive programs of the Film Festival. Such participation is additionally agreed upon with the person who applied. By submitting films for the selection of OIFF programs, the applicant guarantees the film's participation in case of its selection and commits to assisting the Film Festival in organizing the screening and inviting the creative team by providing all necessary materials, film copies, subtitles, etc.

2.10. The determination of the winner of the International European Competition Program in the category "Best European Feature-Length Film" is carried out by the jury members of the International European Competition Program (hereinafter – the International Jury), which includes artists, cultural figures, film critics, directors, actors, producers, and other representatives of the film industry. To avoid conflicts of interest in decision-making by the International Jury, its members cannot be individuals related to the production or distribution of participant films of the International European Competition Program. The Organizer approves the composition and number of members of the International Jury.
2.11. The International European Competition Program winner is announced on the last day of the Film Festival at the closing ceremony on July 20, 2024.
2.12. The award for winning the International European Competition Program is as follows:
The director of the participating film that wins the category "Best European Feature Film" receives the "Duke" statuette.
2.13. Additionally, at its discretion, the International Jury may award no more than two (2) Special Diplomas of the International Jury to the participating films of the International European Competition Program or to members of their creative teams.
INTELLECTUAL PROPERTY RIGHTS AND WARRANTIES
1. The act of applying based on this Regulation for participation in the events of the Film Festival program implies that the applicant:
has carefully read the provisions of this Regulation, including the requirements for films/projects that can participate in the Film Festival, and confirms that they fully understand and accept them;
confirms that they have sufficient authority to submit the application and that this action does not violate the rights and/or lawful interests of third parties;
agrees to grant the Organizer the right to provide access to the film/project to the members of the relevant juries and selection committees, and in case of successful selection - the right to use the film/project by public demonstration during and for the period of the Film Festival.
2. The person who submitted the application and provided the relevant materials based on this Regulation bears sole responsibility for any claims, lawsuits, and other types of demands against such person and/or the Organizer in connection with the use of such materials within the Film Festival, and must immediately compensate the Organizer for all costs that have arisen or may arise in this regard. The Organizer has the right to exclude a film from participation in the Film Festival in case of receiving evidence of infringement of third-party copyright by the person who submitted the film for participation in the Film Festival.
3. The Organizer guarantees that it will not use audiovisual works and other materials of persons who have submitted applications in accordance with this Regulation in ways not provided for by this Regulation.
4. The Organizer guarantees the correct presentation of the film. The Organizer is obliged to prevent pirating, illegal reproduction, and distribution of all officially submitted films within the National Competition Program, which are the subject of copyright of the participants (right holders).
FUNDING OF THE FILM FESTIVAL
The financial provision of the Odesa International Film Festival is carried out at the expense of sources not prohibited by the legislation of Ukraine.
FINAL PROVISIONS
1. In case of disputes arising under this Regulation, they are resolved through conscientious and constructive negotiations between the parties to the conflict.
2. On all issues not regulated by this Regulation, the Organizer makes separate decisions, about which it additionally informs.
3. The provisions of this Regulation may be supplemented and/or changed at any time with subsequent publication on the official website oiff.com.ua.
